Resilient and Regenerative Boulevard Project in Gjilan

The Resilient and Regenerative Boulevard Project in Gjilan represents a comprehensive intervention in the city’s central area, conceived to restructure mobility, optimize land use, and redefine the relationship between infrastructure and public space. The planned boulevard extends 450 meters in length and covers an area of 30,000 square meters. Its design responds to the need to relocate traffic underground through the construction of an underpass, thereby allowing the surface to function primarily as a pedestrian-oriented public realm. Alongside this reconfiguration, the project integrates a two-level underground parking facility with approximately 500 spaces to address mobility requirements, while a new five-story Municipal Administration building of 8,600 square meters introduces a consolidated and efficient hub for public services.

Based on Sustainable and Inclusive Urban Design Principles; the project represents a transformative infrastructure initiative that redefines the very essence of the city’s central space. By converting the main city street into a boulevard and public realm, where cars are redirected underground, the project shifts from the outdated paradigm of traffic-dominated planning toward a new, human-centered model.
